The Wycliffe Avenue Reconstruction Project is a public safety initiative aimed at addressing the longstanding flooding and infrastructure challenges in this area. The following videos demonstrate the key issues the project will resolve.
This video shows the current conditions of the upstream spillway looking westbound from St. Johns. It illustrates the limited capacity of the standpipe (vertical culvert).
This video shows the existing downstream culverts looking eastbound from Turtle Creek. It demonstrates the limited capacity to convey runoff from storm events.

Project-Related Public Meetings
Town Hall meetings were held on the following dates to keep the community informed:
- Tuesday, December 17, 2024
- Wednesday, June 18, 2025
Working Group Presentations
The Town hosted a public Town Hall meeting in late 2024 to present the proposed reconstruction plan and gather input from residents. In response to community feedback raised during the meeting, a community working group comprised of residents from both Highland Park and Dallas was established. This group worked closely for six months with engineers and Town staff to evaluate the initial concept and explore potential enhancements.
