Water and Wastewater Rates
Water and Wastewater Rate Structure
The Town Council approved a 12.5% rate adjustment in water and wastewater services effective October 1, 2015. 

Through August of 2015, water consumption was down 87,824,000 gallons when compared to last year. This decrease is
largely due to effective water conservation measures by residents, and an unusually rainy spring this year.

Instead of issuing debt for its major capital projects, as most other municipalities, Highland Park operates on a
“pay as you go” system from annual revenues. Revenue from water and wastewater services supports maintenance
and required improvements on water and wastewater infrastructure such as water line repairs and replacing aging water
lines and other critical infrastructure.  The adopted budget for this next fiscal year includes over $2.7 million in utility
system improvements.  To meet the Town’s water and wastewater utility needs, the following change in rates has
been adopted:
